President Mugabe has assigned three ministers with new laws as part of aligning the country’s laws with the new Constitution. The Acts were published in Friday’s Government Gazette and are according to Statutory Instruments 74, 75 and 76 of 2015.
President Mugabe assigned the Acts in terms of Section 104 (1) of the Constitution, as read with Section 37(2) of the Interpretation Act [Chapter 1:01].
Minister of Finance and Economic Development Patrick Chinamasa has been assigned with 49 Acts as follows:
African Development Bank (Membership of Zimbabwe) Act, [Chapter 22:01], African Development Fund (Zimbabwe) Act [Chapter 22:01], African Export-Import Bank(Membership of Zimbabwe and Branch Office Agreement) [Chapter 22:17], Asset Management Act [Chapter 24:26], Balance of Payments Reporting Act [Chapter 22:16], Banking Act Chapter 24:20 (No. 9 of 1999), Bank Use Promotion and Suppression of Money Laundering Act [Chapter 24:24], Bills of Exchange Act [Chapter 14:04], Building Societies Act [Chapter 24:02], Capital Gains Tax Act [Chapter 23:01], Census and Statistics Act [Chapter 10:29], Chartered Accountants Act [Chapter 27:02], and the Collective Investment Schemes Act [Chapter 24:29] (No.25 of 1997).
Customs and Excise Act [Chapter 23:02], Constitution Act [Chapter IX: 101-106], Debt Adjustment Tax Act, 1965 (No. 5 of 1965), Decimal Currency Act [Chapter 22:04], Department of Printing and Stationery (Commercialisation) Act, 1999 (No. 13 of 1999), Estate Duty Act [Chapter 22:03], Exchange Control Act [Chapter 22:05], Former Administration (Liabilities) [Act Chapter 22:06], Hire Purchase Act [Chapter 14:09], Income Tax Act [Chapter 23:06], Income Tax (Transitional Period Provisions) Act [Chapter 23:07], Insurance Act [Chapter 24:07], Insurance and Pensions Act [Chapter 24:21], International Bank Loans Assumption Act [Chapter 22:08], International Financial Organisations Act [Chapter 22:09], Money-Lending Rates of Interest Act [Chapter 14:14], National Payment System Act [Chapter 24:23] (No. 21 of 2000).

The Minister of Economic Planning and Investment Promotion, Ambassador Simon Khaya Moyo, has been assigned with the Zimbabwe Investment Act [Chapter 14:30].
The enactment of these laws is part of President Mugabe’s prioritisation of the need to align all laws to the new Constitution in fulfilment of the Government’s constitutional mandate derived from Section 324 that all constitutional obligations must be performed diligently and without delay.
